El tema que se aborda en este trabajo es el vínculo que guardan la noción de responsabilidad y la asistencia estatal en el marco de los debates sobre la justicia distributiva. Se da cuenta de las condiciones bajo las cuales la noción de responsabilidad se volvió controvertida, fundamentalmente por la tesis defendida por el “igualitarismo de la suerte”. Se repara en dos niveles de la noción de responsabilidad: uno que concierne a una acción y su agente y, otro, que descansa sobre la identidad personal, este último nivel más ajustado para los desafíos que plantea este trabajo. Se afirma que, en regiones con pobreza estructural como es el caso de Latinoamérica, no cabe en promedio hablar de irresponsabilidad por parte de los beneficiarios de los planes sociales.

This paper deals with the link between the notion of responsibility and state assistance in the framework of the debates on distributive justice. The conditions under which the notion of responsibility became controversial, mainly because of the thesis defended by the «egalitarianism of luck», are discussed. Two levels of the notion of responsibility are considered: one concerning an action and its agent, and the other based on personal identity, being this latter more appropriate to the challenges posed by this paper. It is argued that, in regions with structural poverty such as Latin America, it is not possible on average to speak of irresponsibility on the part of the beneficiaries of social plans.
